William Riley was born in Stoke Newington, Hackney, London in 1892. He attested for service in WWI on 15 February 1916 and was posted to France with the 13th Battalion, London Regiment on 20 August 1916 and deployed in the field. After a spot of Home leave he was remustered with no. 491973 (same regiment) and was assigned as officer's servant to 2nd Lieutenant B. Carr.

He was discharged to the Reserve on 1 February 1919.

According to the 1921 census he was a Costume Manager employed by Smarts Costumes and boarding with his wife, Alice. at 35 Dynevor Road, Stoke Newington - the same address as that on his attestation papers.

According to the 1939 Register he was a Ladies Costumer (Dealer) living at 10 Swiss Avenue, Watford. He was also attached to the Observer Corps.
