Daniel Howard Wilkin Scragg was born in Greenwich, London on 20 January 1899. He enlisted with the Royal Navy as a Boy of 15 on 6.1.1915 and served aboard various vessels and shore establishments including Powerful, London and Shannon. He was a qualified Torpedo operator. He was discharged from the service on 11.3.1920
According to the 1939 Register he was a Salesman Collector (Credit or Hire Purchase) living at 11 Delcombe Avenue, Sutton, Sutton and Cheam in Surrey.
He passed away in Waltham Forrest, Essex in 1980.
