Instituted on 4th February 1944, this medal is awarded to any member of the Armed Forces who, while serving in any capacity with the Armed Forces of the United States on or after 7th December 1941, distinguished themselves by heroic or meritorious achievement or service, although not for aerial flight.

A bronze V is worn on the ribbon when awarded for Valour and subsequent awards are represented by bronze oakleaves.
