The closest fit would be Wallace Groves, a Police Constable at the time of the 1911 & 1921 England census who was born in Reading, Berks in 1888.
According to the 1939 Register he was a Gardener living at 8 Council Houses High Street, Shrivenham, Berkshire.
He died on 23 December 1967
The medal is in good condition unless otherwise indicated. Sold with some research.
