Charles Edward Fowler Wyncoll was born at Shahjahanpur, India on 27 May 1883, the son of Charles and Mary Wyncoll of Kent. His father was a Colonel in the Indian Army and had served through the Zulu War as a Subaltern, the younger Wyncoll followed in his footsteps, joining the Royal Military Academy at Woolwich as a Cadet. Having completed his training, he was commissioned 2nd Lieutenant on 20 September 1902 into the Royal Engineers. Advanced Adjutant of the North Midland Divisional Engineers on 13 March 1909, Wyncoll was to act in the rank of Captain as long as he held the appointment. It was with this posting that he entered the war in France on 28 February 1915 with the 46th (North Midland) Division. Advanced Major on 20 March 1917, he was further promoted Lieutenant-Colonel on 1 December 1918.

He was awarded the Military Cross per M.C. London Gazette 1 January 1918 and was 2 x M.I.D. - London Gazette 12 January 1918 and London Gazette 5 June 1919.

He was honoured with the Order of the Nile in London Gazette 19 January 1920.

Joining the Army of India after the war Wyncoll was appointed Commander, Royal Engineers 2nd Class on 12 April 1928. He joined the Reserve of Officers on 23 June 1933 and retired on 27 May 1938. Despite this Wyncoll returned to service during the Second World War managing a training camp. Appointed Provost of Crail, Fife, in 1946 he threw himself into local politics for the next decade before dying on 26 September 1956.
