Morton James Baring Tomlin was born in London on 9 March 1862 and was educated at both Eton and New College, Oxford. Qualifying as a Solicitor it was a military man that he was to make his mark. Commissioned 2nd Lieutenant in to the South West Yorkshire Militia in 1881, he was promoted to Captain with the 16th Middlesex (London Irish) Volunteer Rifle Corps on 7 June 1907, going on to become Colonel of the 18th (County of London) Battalion, The London Regiment (London Irish Rifles) on 30 June 1911.

After the outbreak of WWI Tomlin entered France on 15 March 1915 and was placed in command of the 21st (County of London) Battalion, London Regiment (1st Surrey Rifles) and invalided back home to England on 30 April 1915, then commanding the 3/19th (County of London) Battalion, London Regiment (St.Pancras) from 5 November 1915 and attaining the rank of Brevet Colonel (after quite a fight was put up on his behalf) on 29 October 1924. 

He was awarded the Military Order of Savoy (Cavalier Class) in the London Gazette of 12 September 1918 - whilst with the 19th Battalion, London Regiment. This was followed by the award of the OBE for valuable services rendered in connection with the war. This was a Birthday award and was Gazetted on 3 June 1919. He was awarded the Territorial Decoration in the London Gazette of 31 December 1920

After the war Tomlin became a successful Solicitor dying at Amblecote Nursing Home, Richmond Hill on 4 February 1947.
