Robert Townshend Anwyl-Passingham was born in Kensington, London in 1867. He was commissioned into the South Wales Borderers in 1886 and took part in the various wars in Burma in the 1880's. He was appointed Wing Officer of the Madras Staff Corps of the Indian Army on 4 March 1888. He changed his surname by Deed Poll to Anwyl-Passingham on 8 October 1888. From 1888 until 1892 he was with the 12th Mounted Infantry (Burma Battalion) and was promoted to Station Commander (3rd Class) at Hakha. Promotion to Captain followed in January 1897 and in 1898 he was Commandant of the Mogaung Battalion of the Burma Military Police. By 1900 he officiated as Deputy Inspector-General of Military Police in Burma. In 1907 he retired as Major with the 72nd Punjabis.

He was awarded the OBE LG 7.6.1918 for services as Assistant Director of Recruiting in Wrexham and later Assistant Director of National Service for North Wales.

He died in Bala, Merionethshire on 10 June 1926.
