Frederick William David Wilkins was born in Narberth, Pembrokeshire in 1907. At some stage he moved to London and was, according to the 1939 Register, an Insurance Agent living at 57 Milner Drive, Twickenham.

At some point he was a Sub Officer with the Fire Brigade.

He died at Richmond-upon-Thames in July 1986
