William Catlin was born in Wilstead, Bedfordshire in January 1860. According to the 1921 census he was an Insurance Agent with the Prudential Assurance Co. living at 6 Fairfield Street, Leicester. He died on 30 November 1930.

An obituary which appeared in the Leicestershire Evening Mail of 4 December 1930 stated that:-

"Funeral of City Ambulance Brigade Superintendent - Members of the Y.M.C.A. Division of the St John Ambulance Brigade, Leicester, acted as bearers at the funeral this afternoon of Mr William Catlin, who had been Superintendent of the division for more than 30 years. A service conducted by the Rev Turner was held in Wesley Hall, Mere Road, and was attended by a number of officers and men of the Leicester Brigade.

Tribute to Supt. Catlin's work for the brigade, with which he had been connected for more than 40 years, was paid by Supt. Lockton. Internment took place at Welford Road Cemetery."
