Rowley George Shepherd was born in Devonport on 20 December 1889. He was commissioned an Engineering Lieutenant in the Royal Naval Reserve on 15 May 1917 and joined the Board of Trade as an Engineer and Ship Surveyor on 10 September 1919. His address at the time was 22 Shakespeare Road, Brixton, London.
He continued in their employ and was, according to the 1939 Register, working as an Engineer/Ships Surveyor with the Board of Trade whilst living at 3 Pelham Avenue, Grimsby. He was awarded the OBE in the London Gazette of 1 January 1954 (New Year Honours) as the Principal Officer, East of England Marine Survey District, Ministry of Transport and Civil Aviation.
He passed away in Islington, London on 9 June 1984.
