Rose Annie Moran was born in Liverpool on 5 July 1878. She obtained her nursing training at Walton Road Infirmary from May 1909 until July 1913 and was holding a Sister's post at that institution when she attested for service with the Queen Alexandra's Imperial Nursing Service Reserve on 20 August 1915. She was posted to India on 20 October 1916 and served at the Isolation Hospital in Baghdad, Mesopotamiauntil being repartiated to England in March 1919.

A confidential report on her, compiled on discharge, stated that, "During the period that Miss Moran has worked for me I have always found her most attentive both in the care of her patients and order of her wards. I consider her fitted in every way for any post she may be called upon to fill."

Her discharge address was 40 Regina Road, Aintree on demobilisation in 1919.

According to the 1911 census she was a Sick Nurse working at the West Derby Union Workhouse in Rice Lane, Liverpool.
