Herbert Chidgey Brine Payne CMG CBE was born Tulse Hill, Surrey on 12 October 1862. He was educated at Harrow and commissioned into the 2nd Royal Surrey Regiment on 8 September 1880. He was posted with the North Staffs to to the West Indies where he served from 30 July 1885 until 8 December 1886 at which point he was posted to South Africa with the regiment. He served in Zululand with the North Staffs in 1888 and was then posted to Mauritius from August 1890 to March 1893. At this stage he was appointed Adjutant of the North Staffs. A posting to Malta followed until August 1895 at which point, on 30 August, he was transferred to the Army Pay Department as a Captain.

A spot of home service followed (Gosport/Devonport) before he was sent back to South Africa at the start of the Anglo Boer War. Having served in the run-up to the Relief of Ladysmith and Tugela Heights in the Natal theatre, he was M.I.D. by Lord Kitchener (LG 29 July 1902). Having been posted Home on 15 June 1903 he was promoted to Staff Paymaster and substantive Major in that month. In 1905 he qualified as an Assistant Accountant and full Accountant in 1906. On 23 June 1908 he was elevated to the rank of Lt Colonel. 

With the outbreak of WWI he entered operational service in Salonika on 7 December 1915 and was appointed Chief Paymaster and Temporary Colonel whilst employed in that role. He was M.I.D. in the LG of 25 September 1916 and again on 6 December 1916. The award of the C.M.G followed on 1 January 1917 with another M.I.D. on 28 November 1917. Promotion to substantive Colonel followed on 11 January 1918. He was awarded a C.B.E. for services in connection with Military Operations in the Balkans on 3 June 1919 and awarded the Serbia Order of St Sava (3rd Class) in the LG of 16 January 1920. Another M.I.D. came on 7 January 1921 for operations in connection with the Black Sea. He was placed on retirement pay wef 12 October 1922.

The 1939 Register has him living at Grange Cottage in Eastbourne, Sussex. He passed away on 8 February 1945 at the age of 82.
