Leonard John Johnson was born in Humbie, East Lothian in 1879. He attested for the Royal Highlanders with no. 6461 and was awarded the Certificate of Qualification in Electrical Telegraphy at Lucknow on 2 October 1899. He served with the China Expeditionary Force from 3 November 1900 to 16 May 1903 attached to the Royal Engineers Company, and was discharged on 10 August 1908. He subsequently joined the Nottingham City Police in 1903 rising to the rank of Detective Inspector by 1920.

In 1920 he applied for the advertised post of Chief Constable of the Borough of Boston, Lincolnshire and was appointed in that role on 21 January 1922. He was awarded the 1935 Jubilee Medal and the 1937 Coronation Medal in his post as Chief Constable. He was awarded the Kings Police Medal for Distinguished Service in the New Years Honours List of 1941 and finally retired in July 1944 after 41 years service in uniform. 

The 1939 Register has him living at 58 Sleaford Road, Boston, Lincolnshire where he was described as Chief Constable (Police)

He retired to Skegness, Lincs where he died in 1963.
