George Musgrave was born in Bedale, Wensleydale, Yorkshire on 7 June 1885. Originally a professional cricketer, his contract was nor renewed and he enlisted with the Oldham Borough Police in 1905 as a Constable with collar no. 28. Having gained a solid reputation as a "thief taker" he was appointed Deputy Constable in 1909 and to the C.I.D. with the rank of Det Sergeant in 1914. In July 1935 he was appointed Deputy Chief Constable in 1935 receiving the Jubilee Medal that year as well. He was also awarded the 1937 Coronation medal as a Superintendent and Deputy Chief Constable. 

The 1939 Register has him living at 8 Keble Avenue, Oldham where he was described as Superintendent of Police.

With the outbreak of WWII he was retained in the police earning the Defence Medal for home service. Over the next few years his health deteriorated and he tried to resign on an number of occasions - each time the Watch Committee withdrew his request. He was awarded the Kings Police Medal for Distinguished Service in 1946. He retired in 1949.
