Horatio Hubert Palmer was born in Wingham, Kent in 1884. He served as a Lance Corporal with the 18/Durham Light Infantry before transferring to the Machine Gun Corps with no. 22765 where he became the Regimental Sergeant Major. He was posted to the front on 22.12.1915 and was reported WIA on 27 August 1916. He was awarded the 1935 Jubilee Medal and later, the MBE (Civil) in the London Gazette of 2 January 1939 as Chief Clerk of the Board of Customs and Excise. He also served as a Special Constable
According to the 1939 Register he was living at 28 The Grove, West Wickham, Bromley, Kent where he was described as being a Civil Servant and Chief Clerk of H.M. Customs & Excise. He had also enrolled with the A.R.P.
He died in Exeter, Devon on 24 February 1968.
