Denys Matthew Hall was born in Starbeck, Yorkshire in 1909. According to the 1939 Register he was an Architect and an Air Raid Warden living at 244 Singlewell Road, Gravesend, Kent (5 Gatwick Road, Gravesend)

He was commissioned into the Admin and Special Duties Branch of the RAFVR in 1944 and was MID 1.1.1946. A life-long member of the Conservative Party, he was awarded the OBE in the LG of 1 January 1959 for political & public services in Kent. A Justice of the Peace, he was Chairman of the Kent County Conservative Association and was appointed a magistrate for North Aylesford in 1952. He was an Associate of the Royal Institute of British Architects and was a partner in the firm of George E. Clay & Partners, architects of Gravesend and Rochester.

He died in Addingham, Yorkshire on 21 April 1986
