William Moses Hughes was born in Dowlais, Wales in 1889. He was already a Police Constable when he enlisted with the Military Foot Police in 1916 and was sent to France in June 1917 where he commenced his policing duties. He was discharged in 1919 whereafter he recommenced service with the Caernarfon County Police, rising to the rank of Superintendent.
He developed a serious illness in 1941 and retired on medical grounds, passing away at his home, Hillcrest, Sychnant Pass Road, Conway, on 8 May 1942. He did not live long enough to serve the 3 years required for the award of the Defence Medal.
