Frank Leslie Haines was born in Sellinge, Kent in 1901. He attested for service in the Royal Navy in July 1917 and was posted to the Mechanical Training Establishment, HMS Fisgard, from July 1917 until July 1919 where he qualified as an Engineer and was accepted as a member of the Institute of Mechanical Engineers in 1921. 

In 1930 he was deemed "Capable of taking charge of a small ship and considered fit for advancement." He saw service in Palestine between 1936-39. He continued to serve in WWII and was MID on 11.6.1942 aboard HMS Mallard. HMS Mallard was a Kingfisher-class sloop of the British Royal Navy. Completed in 1936, she served through the Second World War, carrying out convoy escort operations off the east coast of the British Isles.

He died in Chelmsford, Essex in 1970.
