William John Richardson was born in Newcastle in 1892. He joined the RN as an ERA in Oct 1915 and was demobbed in May 1919. He also served as an Engineer in the Merchant Navy. The award of his medals is confirmed by the accompanying paperwork to the group.

According to the 1939 Register he was living at 46 Irving Place, Blackburn where he was described as Chief Inspector Armaments Representative/Examiner Inspectorates Of Carriages. He was also an Air Raid Warden (Part Time only) in Blackburn.
