Albert James Payne was born in Eastbourne on 19 September 1897. He attested with the Royal Field Artillery and served in WWI with the RA earning the Territorial Forces War Medal & Territorial Forces Medal. He re-enlisted with the Royal Artillery at Eastbourne on 30 January 1921 at the age of 24. A Fitter by trade, he provided his mother of Bourne Street, Eastbourne as his next of kin. He was discharged on 29 January 1932.

According to the 1939 Register he was a House Painter living at 8 Hoad Road, Eastbourne.
