Frederick Peter Campbell was born in South Shields, Durham on 6 March 1888. He joined the Royal Navy in 1906 and, two years later, at the time of the Messina earthquake, was aboard HMS Exmouth who was already in the region, having just arrived in the Mediterranean Fleet.

Upon receiving news of the disaster, it was dispatched from Malta to help, the ship's crew providing assistance to the victims of the earthquake and tsunami in Calabria and Sicily. Sailors were landed from the ship to participate directly in rescue efforts, in recognition of their efforts, the ship's crew received the Messina Earthquake Commemorative Medal.

Campbell went on to serve in WWI and was demobilised on 31 December 1918.  

According to the 1939 Register he was living at 36 Dunsmuir Grove, Gateshead and was a Railways Parcels Porter. He passed away in Gateshead in 1950.
